Picture two streets side by side, one with trees and one without. Under the canopy the air is five or six degrees cooler and the asphalt twenty. An investment that cooled a street by that much with machines would be called infrastructure; when a tree does it, it is called "landscaping" and goes on the first list of cuts.
A park looks its best on the day it opens; the question is the ten years after. Green space without a maintenance plan ages in three.
